This is a spammer/scammer using a stolen picture of Japanese singer and actress, Saaya Irie.
It's very easy for sites to screen new members, and check for stolen pictures like this. Why don't most sites do it?
Learn to protect yourself!
Never send money, and learn to use Google Image search!
